I follow VCs and incubator directors, staff engineers and startup founders. I read engineering blogs and find out what tech they are using to push the boundaries and scale. I check Product Hunt, AngelList and Hacker News regularly to catch new products, startups and frameworks. Combined, I believe you can accurately take a pulse on where tech will live next.
